WORKING ORIENTATION OF VIETNAM
ASSOCIATION OF TIMBER & FOREST PRODUCT
I. Association work:
1. Reinforcement of the Executive and Standing Committee of the Vietnam Association of Timber & Forest products.
- At the Meeting Session No. 4 of the first Executive committee, the following comrades were additionally decided to be appointed: Mr. Nguyen Xuan Truong, Mr. Nguyen Tan Binh and Mr. Tran Duc Sinh as Vice-chairman of the Vietnam Association of Timber & Forest products. Upon receiving the duties, they contributed plenty of useful opinions for the operations of the Association over the past.
- However, in the coming time, the Association will have to implement some big programs as assigned by the State such as: National trading promotion program, building up head organizations importing timber materials, establishing training centers of timer processing...
In a bid to implement the above programs, current personnel of the Association does not meet the requirements as set out.
At the same time, over the past, some comrades in the Executive committee changed positions, or had health problems so that they could not take the responsibilities assigned by the Association.
The Vietnam Association of Timber & Forest products has a nationwide scope of operation. As such, it is hard to hold the session meetings with full attendance of the executive committee , standing committee members.
Given the objective requirements, the Association should put more efforts to reinforce and strengthen the Executive and Standing committee, fulfilling the assigned tasks.
Upon negotiations, we proposed the addition of the following comrades to the Executive and Standing committee of the Association:
a. Mr. Than Trung Hieu: Vice-chairman of the Association, in charge of operations in the Southern.
b. Mr. Nguyen Dinh Dung: Executive of the Standing committee.
c. Mr. Truong Van Thanh: Executive of the Standing committee.
d. Mr. Le Quy Hong: Executive of the Standing committee.
e. Ms. Nguyen Ngoc Bich: Executive of the Standing committee.
f. Mr. Bui Duc Thuyen: Executive of the Executive committee.
2. Establishment of union branches or societies of timber and forest products in HCMC, Binh Duong Province, Gia Lai Province...
3. Drafting the Operation ordinance of the Executive committee in the spirit of the Decree No. 88/2003/CP by the Government on management of the Association.
4. Reinforcement of personnel in those Representative offices of the Association in HCMC and Quy Nhon in order to have sufficient competent and enthusiastic experts working for the Association.

III. Professional operations of the Association:
In the year 2004, the Association will implement the following tasks:
1. Function of representing for the community:
- Organizing direct dialogues with authorized offices under the Government and Ministries, industries concerned.
- Organizing Seminars collecting opinions on revision of the Forestry laws and various policies concerning timber processing.
- Protection of legitimate benefits of members (if violated)
2. Function of rendering service
- Propagating information and rendering service to members
- Connecting to Internet, designing website
- Approaching training courses
- Assisting in approaching markets
- Assisting in approaching capital sources
- Assisting in technical consulting service.
IV. Financial work of the Association.
1. Receipts.
- Raising membership fees to the three levels as follows: 1,5 millions, 3 millions and 5 millions VND/ year each business. The contribution is voluntary from businesses. Concerning the receipt of membership fees over the past years, the central office of the Association made mistakes, lack of membership fees among members that had gone unnoticed. Hence, the central office of the Association is allowed to advise members of membership fees 3 months periodically. The receipt of the fees is still made according to three regions, favoring businesses to contribute to the Association.
- Developing function of rendering service, further creating receipts for the Association.
- Calling for sponsorships from various organizations inland and overseas through the implementation of projects.
- The total receipts should exceed above 300 million VND.
2. Expenses.
Financial funds will be disbursed for the main activities as follows:
- Providing members with commercial, economic, technological market information periodically.
- Connecting to Internet, website...
- Doing market surveys, participating in trade fairs...
- Functioning as roles of community, rendering service.
- Expenditures for Session meetings of the Executive and Standing committee.
- Administration and business trip expenditures.
- Paying salaries to experts of the central office of the Association and Representative offices.
The expenditures are to be in accordance with the financial principles and regulations of the Association.
IV. Preparation work for the Assembly meeting course II of Vietnam Association of timber & forest products.
- Summary report of the Association operations course I from 2000 to 2004, financial and review reports of the Executive committee.
- Revision of the Association’s charter in the spirit of the Decree 88/2001/NDDCP by the Government.
- Operating orientation of the Association Course II.
- Noticing the Executive committee and various organizations under the Association.
- The Assembly meeting scheduled in the Quarter I/2005.
- The Assembly meeting location: At Quy Nhon or HCMC.
- Seeking funds for holding the Assembly meeting course II.
